Graham receives ‘Outstanding’ recognition during annual conference

John Graham, Marion County Highway superintendent, has been selected the 2009 recipient of the “Robert M. Wormsley Outstanding County Official of the Year” award by the Tennessee County Services Association (TCSA).

Mr. Graham joins the ranks of only five other county officials ever to be awarded this prestigious title by the statewide association.

Presented on Oct. 8 during the association’s Annual Fall Conference & Trade Show in Hamilton County, the annual award was created in 2004 and named after Robert M. “Bob” Wormsley, a former TCSA executive director with more than 40 years of service to counties statewide.

Mr. Graham is a former president of both TCSA and the Tennessee County Highway Officials Association (TCHOA).

“John, most importantly, is dedicated to his church and family,” said Marion County Mayor Howell W. Moss, in recognizing Graham for the award. “John has an unprecedented ability to work with other elected officials and departments. John’s department is extremely well managed while being supportive of his employees. The physical management of his department and the management of the roads and equipment under his administration have been superb.”

Following in the footsteps of his father, W.H. “Pete” Graham, Graham served in 2002-2003 as president of TCSA, the umbrella organization for TCHOA, the Tennessee Association of County Mayors, and the Tennessee County Commissioners Association. President is the same position with TCSA that his father, a former Marion County highway superintendent for 22 years, held in 1976-77 as only the third president in the history of TCSA.

Mr. Graham also served as TCHOA president beginning in 2007.

Mr. Graham’s career also includes being named “Citizen of the Year,” a nomination made by the Marion County Chamber of Commerce; member of the Marion County Railroad Authority board of directors, the Marion County Planning Commission, the Marion County Board of Health, the Southeast Tennessee Rural Planning Organization, and the Governor’s Forest Management Advisory Panel. He has also served on various boards of the Holly Avenue United Methodist Church.

In addition to Mr. Graham, other winners of the “Outstanding County Officials of the Year Award” include Hamilton County Mayor Claude Ramsey, Haywood County Commissioner Allen King, Hamilton County Highway Director Harold Austin and Tipton County Executive Jeff Huffman, and Ralph H. Puckett, an Obion County Commissioner.
